The most-produced model of steam traction engine manufactured by J. I. Case was the 65 HP - approximately 8,300 units. Production of the 65 began in 1914 and continued until 1924 (the last year that Case made steam engines).

The Pioneers (1769–1880s)

The story of the automobile starts with steam. In 1769, French inventor Nicolas-Joseph Cugnot built the Fardier à vapeur (”steam wagon”), a massive three-wheeled vehicle meant to haul heavy artillery for the French Army. Running at roughly 2.5 mph and needing to stop every 15 minutes to build up pressure, it was clumsy and notoriously crashed into a wall—making it both the first self-propelled mechanical vehicle and the site of the first motor accident.

The Golden Age of Steam Cars (1890s–1910s)

By the turn of the 20th century, steam cars weren’t just a gimmick—they were the premier luxury option. In 1900, steam cars actually outsold gasoline and electric vehicles in the United States.

The Stanley Steamer

Twin brothers Francis and Freelan Stanley built lightweight, blazingly fast steam cars. In 1906, driver Fred Marriott set a world land speed record in a custom Stanley Rocket steamer, hitting 127.66 mph—a record that stood for years.

The Stanley Motor Carriage Company was founded in 1898 by identical twin brothers Francis E. Stanley and Freelan O. Stanley. After selling their successful dry-plate photographic business to Eastman Kodak, they pivoted their engineering talents—and capital—to building steam-powered road vehicles.

What they built wasn’t just an alternative to early gasoline cars; for a decade, it was the vastly superior machine.

While a gasoline car relied on hundreds of reciprocating parts, a gearbox, and a clutch, a Stanley Steamer engine was remarkably minimalist. The entire drivetrain contained only 13 to 15 moving parts.

Driving a Stanley Steamer was unlike operating any vehicle today:

• The Startup Ritual: Getting rolling from a dead cold required lighting the pilot light, warming the main burner, and building steam pressure. This took 15 to 20 minutes.

• Water Consumption: Early Stanleys were “non-condensing”—meaning exhaust steam was vented directly into the air. Drivers had to stop every 30 to 40 miles at public horse troughs or streams to refill the water tank.

Driving Controls: There was no gas pedal. Speed was controlled by a hand throttle lever on the steering wheel. Reversing was accomplished simply by using a foot pedal to flip the Stephenson valve linkage, making the car capable of going just as fast in reverse as in forward.

Here is the 1923 Stanley Model 740 Sedan. By this late era, Stanley designed their cars with a front condenser (resembling a standard radiator grid) and an enclosed sedan body so they looked nearly identical to gas-powered automobiles of the 1920s.

Underneath that conventional exterior, however, was the classic Stanley setup: a vertical fire-tube boiler powering a 20-hp horizontal twin-cylinder steam engine connected directly to the rear axle.

In 1923, the firm went into receivership and the assets were sold to an Allentown, Pa., company, Steam Vehicle Corp. of America. They made a few 2-cylinder, 20 hp touring cars in 1925, 1926 and 1927 before fading away entirely.

White Motor Company

The White Sewing Machine Company of Cleveland, Ohio, entered the automotive business in 1900 under the leadership of Rollin H. White, son of founder Thomas H. White. Rollin, an MIT-trained engineer, recognized that early steam fire-tube boilers were prone to long start-up delays and required constant operator intervention. His goal was to make a steam car that operated with the push-button simplicity of an industrial power plant.

White’s management realized that despite their complex automatic regulators and semi-flash boilers, gasoline engines were advancing much faster in terms of production cost, power-to-weight ratio, and ease of manufacturing. Instead of fighting the market shift, White leveraged its engineering reputation to build gasoline passenger cars and eventually transitioned into heavy commercial trucks and buses, remaining a major industrial manufacturer throughout the 20th century.

After phasing out passenger cars in 1918, White pivoted exclusively to commercial heavy trucks, becoming White Motor Company—one of North America’s largest heavy truck manufacturers for decades. They also acquired Oliver, Cockshutt and Minneapolis-Moline, consolidating them under the White Farm Equipment division

In 1981, Swedish automaker AB Volvo purchased White’s U.S. manufacturing facilities, intellectual property, and dealer network, establishing the Volvo White Truck Corporation.

White’s Canadian assets, including its assembly plant in Kelowna, British Columbia, became Western Star Trucks (now owned by Daimler Truck North America).

The agricultural division was spun off separately from the truck business, eventually becoming part of AGCO.

While both Stanley and White dominated early American steam car production, their engineering philosophies were radically different. Stanley focused on mechanical simplicity and lightweight speed, while White engineered sophisticated, heavy-duty luxury vehicles using advanced thermodynamics.

Why Steam Lost the Race

Despite being smooth, powerful, and whisper-quiet compared to early “gas-guzzlers,” steam-powered passenger cars disappeared quickly after 1910 due to three major shifts:

1. The Electric Starter (1912): Charles Kettering invented the electric self-starter for Cadillac. Gasoline cars no longer required dangerous hand-cranking, removing their biggest hassle.

2. Long Cold Starts: Driving a steam car required lighting a burner and waiting up to 20 minutes for water in the boiler to boil. Gasoline cars could now start instantly.

3. Mass Production (Henry Ford): Ford introduced the assembly-line Model T, driving prices down dramatically. Steam cars remained hand-built, expensive niche machines.

4. Range & Water Demands: Early steamers needed frequent water refills, while gasoline had higher energy density and a rapidly expanding network of gas stations.

Key Technical Features & Design

Unlike many horizontal boilers of the era, the Westinghouse portable steam engine was distinguished by its vertical configuration and lightweight design:

• Monoblock Engine Casting: The cylinder, steam chest, crosshead guide, and crankshaft bearing housing were cast together in a single solid frame. This ensured precise mechanical alignment and added structural stability against heavy belt pull.

• Low Center of Gravity: Mounted vertically on a four-wheel wagon frame, the engine had a short, quick stroke. This kept the center of gravity low, reducing the risk of rollover when towed across rough agricultural terrain.

• Power Output: Built typically in 6, 10, and 15 horsepower variants.

• Standard Outfitting: Delivered fully equipped with an adjustable flyball governor, pop safety valve, steam pressure gauge, direct-acting feedwater pump, exhaust blower, heater, and onboard tools.

Production & Practical Applications

• Operational Period: Manufactured from the 1870s through 1917.

• Primary Uses: Pulled by team horses from job to job, these engines provided stationary belt power to operate grain threshers, sawmills, corn shellers, feed grinders, and small shop machinery.

• Traction vs. Portable: While Westinghouse later produced traction (self-propelled) steam engines, their portable vertical units remained popular for operations requiring lighter transport and reliable power output.

The Reynolds Museum in Wetaskiwin, Alberta, holds an 1885 Westinghouse 10 HP Portable Steam Engine in its historic agricultural machinery collection.

The 10 HP portable unit highlights the distinct engineering features of G. Westinghouse & Co.’s 1880s production line:

• Vertical Boiler & Engine Setup: A vertical, upright boiler mounted on a heavy-duty wooden-spoke four-wheel transport chassis.

• Monoblock Single Frame: Cylinder, crosshead guides, and main bearings were cast as a single rigid unit to eliminate frame flexing under heavy belt tension.

• Threshing & Stationary Power: In 1880s Western Canada, 10 HP portable engines were widely used to belt-drive stationary thresher setups, wood sawmills, and grain processing equipment before self-propelled traction engines fully dominated the prairies.

In the late 19th and early 20th centuries, the A. D. Baker Company was a leading manufacturer of steam traction engines and threshing machinery. To test and break in new steam engines before shipping them to customers, Baker developed a simple, heavy-duty air-resistance device driven by a belt pulley.

How the Baker Fan Works

Before modern hydraulic dynamometers were widespread, testing an engine’s power delivery under continuous load required a practical solution:

• Self-Regulating Resistance: The fan consists of a central shaft with four wide, flat paddle blades enclosed or semi-exposed in a sturdy frame.

• Exponential Air Drag: As the engine turns the fan via a belt connected to its flywheel, the paddle blades push against ambient air. Because air resistance increases exponentially with speed, turning the fan faster requires significantly more power.

• Testing & Tuning: This created an ideal, continuous, stationary load to break in new piston rings, seat valves, and calibrate governors to a steady operating speed—all without requiring a belt-driven thresher or moving field equipment.

Because the design was simple, durable, and remarkably effective, the device became ubiquitous throughout the steam era and early gas tractor days, keeping the name of its inventor long after production ceased.

By the late 1870s and the 1880s, the company transitioned from portable steam engines into self-propelled steam traction engines, building a reputation for heavy-duty, robustly engineered machines built specifically for the demanding work of prairie plowing and threshing.

Key Engineering Features

Nichols & Shepard steam engines were distinctive for several technical characteristics that set them apart from competitors:

• Heavy Boiler Construction: They were famous for incorporating some of the thickest boiler plates used in traction engine manufacturing. This gave their boilers exceptional structural integrity, great thermal efficiency, and massive steam capacity, allowing them to steam easily even under fluctuating loads.

• The Marsh Reverse Gear: Early on, Nichols & Shepard engines became widely known for utilizing the Marsh reverse valve gear (and later variants like the Stephenson twin eccentric system). The valve gear allowed operators to easily control engine direction and variable steam cutoff, maximizing fuel and water efficiency during belt work or heavy drawbar pulling.

• Double-Cylinder Simple Engines: While they built single-cylinder units, their large-horsepower plowing engines utilized a side-by-side double-cylinder setup connected to a common crankshaft. This eliminated the issue of getting stuck on a “dead center” and provided incredibly smooth, high-torque power delivery.

• Heavy-Duty Drive Clutches: To prevent gear and clutch damage under massive loads (like pulling a 12-bottom plow through tough prairie sod), many large models featured solid drive pins. This allowed operators to completely bypass the clutch mechanism and lock the crankshaft directly to the massive steel output drive gears.

The Behemoth: The 30-98 hp “Big Nick”

The pinnacle of Nichols & Shepard’s steam evolution was their massive 30-98 horsepower plowing engine, affectionately nicknamed “Big Nick” by engineers and collectors. Designed primarily for the expansive farming operations of the Western Canadian and American prairies, it remains one of the largest and most powerful traction engines ever built.

As gasoline and kerosene tractors proved more efficient and less labor-intensive in the 1910s and 20s, steam sales sharply declined. In 1929, Nichols & Shepard merged with the Hart-Parr Tractor Co., the Oliver Chilled Plow Works, and the American Seeding Machine Co. to form the Oliver Farm Equipment Company. Oliver quickly phased out the remaining steam lines to focus on smaller, versatile four-cylinder internal combustion tractors.

Today, survived Nichols & Shepard engines are highly prized centerpieces at agricultural heritage museums and steam shows across North America, celebrated for their distinct exhaust note and rugged engineering.

George White was born in Devonshire, England. As a young man he learned the blacksmith trade at his father’s wagon-building shop and had he not decided to visit Canada on his honeymoon, a name prominent in the annals of Canadian industry might be missing.

Arriving at London, Ontario, Canada, in 1857, George White was delighted with the young country and decided to stay and open up a blacksmith and general repair shop in the fast growing city. However, he was soon enticed with the prospect of owning a hundred acres of land and the next few years found him farming a few miles north of London. White’s knowledge of iron-working became too well-known and his services were so much in demand that he decided to move back to the city and reopen a shop. Business was good and his small shop grew steadily and soon became known as the Forest City Machine Works.

During his farming days, George White became conscious of the great need for a suitable agricultural steam engine, and since he had the shop and tools, he began to work on plans for the manufacture of such an engine. Several small steam engines were designed and built. When he was satisfied with his engine, he set about acquiring the necessary boiler-making machinery. By the mid-to-late 1870s, White’s plant on King Street in London was producing portable steam engines mounted on wooden (and later steel) wheels, towed from farm to farm by horses.

During the late ’70s and early ’80s, George White made several pioneer trips to the Canadian West and established his machines in that fast-developing area.

The first engines had to be shipped via U. S. railroads and hauled the long distance north by horses or oxen. After the Canadian Pacific Railway crossed the prairie, a large warehouse was built in Brandon, Manitoba, to serve western Canada.

By the 1890s, simple portable engines gave way to self-propelled steam traction engines. These giants could haul heavy loads, break virgin prairie sod, and drive large “White” threshing separators via long flat belts. To meet this demand, the White factory built a number of traction engines of the return-flue type using the U. S. Huber as a pattern.

The George White engines were all simple, and were built plain and sturdy. They used no fancy fittings. Their traction engines were renowned for heavy cast gearing, heavy-gauge steel rear wheels, and durable single- or double-cylinder valve gear arrangements. The company prided itself on building what it advertised as the “First Quality Line.” On the round boiler doors cast at the front of their engines, the proud stamp read: “The George White & Sons Co. Ltd. London and Brandon - First Quality Line.”

Previous to 1898 only engines were built. That year the firm absorbed the plant of the MacPherson Company of Fingal, Ontario, which had been building the Challenge separator. This machine, already highly developed and well-known, rounded-out the George White output.

When the demand came for gas tractors, the firm became Canadian agents for the All Work kerosene tractor. Later, the John Deere tractors were handled for many years and then the B. F. Avery agency was secured.

George White had nine sons and three daughters. After finishing school, several of the boys started to work in their father’s factory. Upon completing his apprenticeship, each son was absorbed into an executive position in the firm, which became known in 1880 as the George White & Sons Company. George White died in 1913, shortly after the Whites celebrated their 56th wedding anniversary. Mrs. White died in 1919. One of their sons was involved with the company until 1950.

The last new machine was built in 1924, but engines were repaired and rebuilt for many years after. The company moved to large scale threshing machine production, which lasted well into the 1950s. Sprayer production began in 1968, and along with tractor mounted snow blowers, represented the major part of George White’s production until the severe agricultural economic downturn of the early 1980s. High interest rates and falling equipment demand hit many Canadian implement manufacturers hard. Facing crippling financial pressures after more than a century in business, George White & Sons was acquired, broken up, and liquidated by corporate creditors in the mid-1980s.

Today, surviving George White steam traction engines are prized centerpieces at heritage power shows and agricultural museums across Western Canada and Ontario.

The Origins: 1835–1880s

The company’s roots stretch back to 1835, when John Fisher established a small blacksmith shop known as the Hamilton Agricultural Works.

• 1836: Fisher built his first crude grain threshing machine.

• 1840s: An American named L.D. Sawyer joined the firm.

• 1856: Upon Fisher’s death, his cousin Calvin McQueston briefly took over, but soon sold the business to L.D. Sawyer and his brothers (Payson and Samuel). The firm was renamed L.D. Sawyer & Company.

• 1870s–1880s: By this era, the company had evolved from building hand- and horse-drawn implements to producing portable steam engines, which were moved from farm to farm by teams of horses to power threshers via belt-and-pulley systems.

The Massey Alliance: 1892

The turning point that led to the legendary “Sawyer-Massey” name occurred in 1892.

Members of the wealthy Massey family (H.A., C.D., and W.E.H. Massey) purchased a 40% stake in the L.D. Sawyer Company. This financial backing led to a corporate reorganization, officially creating the Sawyer-Massey Company, Ltd.

A Common Misconception: While the Massey family members were principal shareholders in both firms, there was no formal corporate relationship between Sawyer-Massey and the massive Massey-Harris Company. However, they frequently cooperated in distributing threshing equipment across Canada.

The Golden Era of Steam Power

By the late 1890s and into the 1910s, Sawyer-Massey established itself as a premier Canadian builder of steam traction engines, separators (threshers), sawmills, and road-making machinery.

While American giant J.I. Case dominated the global market, Sawyer-Massey proudly flew the Canadian flag. At their peak production around 1911, while Case turned out an engine every hour on massive assembly lines, Sawyer-Massey was hand-building roughly three traction engines per day in Hamilton.

Their steam engines were known for their distinct design and rugged reliability, built specifically to handle the heavy breaking of virgin soil on the Canadian prairies. Common sizes included their 20 hp (drawbar) / 60 hp (belt) models, all the way up to massive high-horsepower breaking engines.

The Steam vs. Gas Rift & Decline

As internal combustion technology progressed, a deep strategic divide split the company’s leadership around 1910:

• The Massey family recognized that internal combustion gasoline tractors were the future and wanted the company to adapt.

• The traditional partners vehemently believed that heavy steam traction engines still held the dominant place in agriculture.

The disagreement was so severe that the Massey family sold their entire interest in the company.

Shortly after the Massey departure, a Toronto-and-Montreal investment syndicate acquired control of the firm in 1910. Ironically, the newly reorganized company immediately recognized the market shift and began producing their own heavy gas and kerosene tractors (such as the 25-45 model) alongside their existing steam and threshing lines.

Final Years

By the mid-1920s, smaller independent regional builders like Sawyer-Massey found it impossible to compete with massive, highly integrated American corporations like International Harvester, which could offer complete, affordable product lines and expansive dealer networks.

Sawyer-Massey exited the agricultural machinery business in the mid-1920s, completely phasing out steam traction engines and threshers to focus strictly on commercial road-building machinery (like steam rollers and graders). The company survived in this industrial capacity through World War II, after which the business was finally wound down and liquidated.

Today, Sawyer-Massey engines are highly prized centerpieces at agricultural heritage museums and antique steam shows across North America.

E. Leonard & Sons was one of Canada’s most prominent and longest-running manufacturers of steam engines and boilers. Based in London, Ontario, the firm played a critical role in the industrialization of the country, providing the “prime movers” for sawmills, waterworks, and early electric light plants.

• The company was founded by Elijah Leonard Jr., who established a foundry in London in 1838. In 1875, the business was reorganized as E. Leonard & Sons when his sons, Frank and Charles, joined the partnership.

• Elijah Leonard is credited with assembling what was reportedly the first steam engine in Canada in 1842, using parts purchased from the Cuyahoga Works in Cleveland.

• While they initially made agricultural implements and railway cars, the company shifted focus in the 1870s to specialize in stationary boilers and engines, which became their mainstay for the next 50 years.

Before the turn of the 20th century, the Robb Engineering Co. of Amherst, Nova Scotia, was one of the most prestigious industrial manufacturers in Canada. Their stationary steam engines were renowned for their high-speed performance and precision, making them a top choice for the emerging electrical power industry.

The firm was founded in 1848 by Alexander Robb as a tinsmith and general foundry called the “Amherst Foundry and Machine Works.” By the 1880s and 1890s, under the leadership of Alexander’s sons, Frederick and David, the company pivoted toward heavy industrial machinery to meet the demands of Nova Scotia’s booming coal and lumber industries.

The Robb-Armstrong engine, introduced around 1891, was the flagship product of the Robb Engineering Co. It was specifically designed to solve the two biggest problems facing the early electrical industry: speed regulation and vibration.

Before this engine, most stationary steam engines were “slow-speed” and relied on heavy, external governors that reacted slowly to changes in load. This caused flickering lights—a major issue for the hotels and factories the company served.

For only a few brief years before gasoline tractors transformed farming forever, these mechanical giants reshaped Western Canada. They enabled thousands of acres of untouched prairie to become productive farmland, accelerating settlement and helping establish the grain-producing regions that would eventually feed much of the world.

Introduced by the J.I. Case Threshing Machine Company of Racine, Wisconsin, the 110 HP model wasn’t just another tractor—it was a rolling powerhouse designed to conquer vast acreage at a scale never before seen. It was built for a brief, legendary window in history when the untamed, dense prairie sod of Western Canada and the American Great Plains needed massive, brute force to be broken.

Before the 110 arrived, Case’s largest engine was the 150 HP road locomotive, but that massive machine proved too heavy and impractical for standard agricultural field work. Case needed a specialized, heavy-duty plowing engine.

They initially introduced it as the 32 HP (nominal boiler rating) in 1907, but by 1910, Case shifted to rating engines by their actual brake horsepower, and the legendary “Case 110” was officially born.

To handle the immense strains of continuous, heavy draft work, Case engineered the 110 with industrial-grade specifications:

• The Cylinder: A massive single-cylinder design with a 12-inch bore and 12-inch stroke. Operating at a working pressure of 160 psi (and later 175 psi), it delivered incredible torque at a slow, steady pace.

• The Gearing: Standard agricultural engines would literally strip their gears if subjected to the resistance of a 12-bottom plow. The 110 utilized massive, wide-faced steel gearing and a robust differential to transfer power cleanly to the ground.

• The Footprint: Weighing in at roughly 20 tons empty (and closer to 25 tons fully loaded with coal and water), it required massive 36-inch wide rear drive wheels to float across the soil. Extension rims were often added in soft conditions to prevent the engine from burying itself.

  

For all its power, the reign of the 110 was short-lived. By 1913, Case ceased production of the 110 after building just over 2,000 units.

Today, a genuine Case 110 is one of the ultimate holy grails of the agricultural heritage community. Only a fraction of the original 2,000 survive in operating condition or museum collections across North America.

When one of these giants comes to life today, it is more than a demonstration—it is a resurrection. For a moment, the age of steam returns, and the machine that once broke the plains breathes again.

The vast majority were based in the United States, but a robust and highly respected group of Canadian manufacturers also built specialized engines tailored specifically for the harsh conditions of the northern prairies.

• J.I. Case Threshing Machine Co. (Racine, WI) was the undisputed giant. Case manufactured over 36,000 steam engines—more than half of all traction engines ever built in North America.

Canadian builders could not match Case for sheer volume, but they built legendary, heavy-duty machines designed to handle the massive acreages and tough sod of the Canadian prairies.

• Sawyer-Massey Co. Ltd. (Hamilton, ON) – Often considered the premier Canadian builder, highly active in Western Canada.

• Waterloo Manufacturing Co. Ltd. (Waterloo, ON) – Famous for their “Lion Brand” engines.

  

• George White & Sons Co. (London, ON) – Known for building remarkably simple, rugged, and reliable engines.

• John Goodison Thresher Co. (Sarnia, ON)

Canola becomes a crop

The story of canola began in 1942, the middle of World War II. At that time all trains and ships were steam powered and to keep them running smoothly, oil from the rapeseed species Brassica napus and B. rapa were essential. This was because rapeseed oil clings to metal surfaces, when washed with steam or water, better than any other lubricant. When the war cut off supplies from Asia and Europe, Canada was asked if it could grow the crop. Experimental plantings confirmed that with minor adjustments to seeding and harvest equipment the crop was well adapted to the cooler, moister regions of the Canadian prairies. Seed of the B. napus species was quickly increased from a sample of seed thought to have originated in Argentina while a Shellbrook farmer distributed B. rapa seed he had brought with him from Poland in 1936. Thus, the two species became known in Canada as Argentine and Polish types.

Commercial production began in 1943 with a government guaranteed price of 6c/lb and production quickly expanded to 79,000 acres by 1948, about 75% of which was B. rapa. However, with the war over and diesel replaced steam power, the government withdrew its support price and the market and crop almost disappeared. Fortunately, an edible oil market was found in Japan where rapeseed oil was the traditional deep-frying oil (Tempura), and the crop was saved.

From the outset scientists involved recognized that rapeseed could also be an edible oil source for Canada. At that time Canada imported 90% of its edible oil needs and some companies in the early 50s began to market the oil domestically. This new product in the edible market interested Canadian nutritionists who reported that lab animals fed rapeseed oil performed poorly under stress and had enlarged adrenal glands. Further lab animal studies reported additional nutritional problems suggesting that the fatty acid composition of rapeseed oil was the cause. Fatty acids are the building blocks of an oil and the fatty acid composition of an oil determines its utility, value and nutritional quality. For example, linolenic and linoleic acids are essential fatty acids for human nutrition. Rapeseed oil differs from other edible oils in containing a substantial amount of long carbon chain, monoenoic fatty acids, eicosenoic and erucic acid. Their nutritional value was questioned.

These nutritional concerns focused scientists on discovering efficient techniques to search for rapeseed germplasm with little or no long chain fatty acids. Scientists at the National Research Laboratory in Saskatoon introduced and built a new instrument called a gas chromatograph that could analyze an oil’s composition in minutes, compared with the previous technique requiring a 2-pound sample of seed and a week’s time. Thanks to this breakthrough plant breeders produced the first low erucic varieties of B. napus in 1968 and in B. rapa in 1971 (Oro and Span, respectively). The elimination of the long chain fatty acids was achieved by genetically blocking the biosynthetic pathway for erucic as the oil is laid down in the developing seed. Tests of this new natural oil showed it to be nutritionally desirable and ideally suited as a salad and cooking oil as well as in margarine shortening blends. Further reports of the anti nutritional effect of high erucic rapeseed oil were presented at the Second International Rapeseed Congress in 1970. To protect the crop, Canada decided to take what little seed we had of the low erucic strains of both species to California that winter to replace the old high erucic varieties with Oro and Span. The returning seed was sown in 1971 and with the cooperation of the entire industry, conversion to low erucic varieties, was completed by 1973.

Other producing countries followed Canada’s lead in converting their production. However, the export of rapeseed oil or seed into the United States was blocked because rapeseed oil was not used in the U.S. before 1958. Thus, it was not included in their list of ingredients considered Generally Recognized As Safe (GRAS). Agriculture Canada undertook a vary large body of nutritional research to obtain canola GRAS status in 1985, thus opening the US market to Canadian canola oil.

Research into the fatty acid composition of rapeseed oil established that each step along the fatty acid biosynthetic pathway was controlled by an enzyme that could be genetically manipulated. As a result, specialty oil varieties have been developed and grown under contract. These include the very high erucic (>50) varieties for the plastics industry and the low linolenic, high oleic varieties with extended keeping qualities and absence of cooking odors. Recently a canola oil nutritional supplement, containing very long chain fatty acids, promises to reduce inflammation and support brain and eye health.

Although a superior nutritional and functional oil had been produced a major market constraint remained, namely, the utilization of the high protein meal remaining after oil extraction. Even though the protein quality of the meal was equal to soya meal, feed efficiency and weight gains were well below expected levels when rapeseed meal was fed to swine and poultry. This restricted feed market in turn limited the amount of seed that could be processed. The problem was the presence of sulphur compounds in the seed called glucosinolates. Although theses compounds give the desirable flavor and odor to vegetables like cabbage, turnip, mustard and many other cruciferous crops, the rapeseed plant concentrates glucosinolates at high levels in the seed. When the seed is crushed and moisture is present the glucosinolates release isothiocynates that interfere with the iodine uptake by the thyroid gland in nonruminant animals.

To breed rapeseed plants free of glucosinolates, again new chemical methodologies had to be developed to rapidly and accurately measure the various glucosinolates within a small sample of seed. Using these new techniques breeders where able to identify a strain of B. napus with a reduced glucosinolate content and from that germplasm produce the first low erucic, low glucosinolate variety, Tower in 1974 and the first double low B. rapa variety, Candle, in 1977.

By 1980, with the cooperation of everyone in the industry, the 6-million-acre commercial crop was converted to the new double low varieties thus removing the meal market constraint. Animal nutritionists at several universities conducted extensive studies to convince both domestic and foreign feed formulators that low glucosinolates meal was indeed a safe, wholesome and an economic feed. Indeed, it is now established that dairy cows fed canola meal produce over 1 litre more milk per day than when fed other commonly used protein supplements (such as soya meal).

As a result of the nutritional upgrading of the oil and meal, a new name for the crop and its products was required and the name, “canola” was coined, defined and trademarked (Canadian oil, low acid). The development of canola is considered a success story because it diversified Canada’s agriculture base, eliminated Canada’s dependence on edible oil imports, and increased returns to producers while expanding markets at home and abroad. In addition, it also resulted in the establishment of a large rural based, value added, oilseed crushing and refining industry. Canola has also responded to all the biotechnologies with nearly all the crop herbicide tolerant and hybrid varieties dominating the acreage.

Origins and Early Development (1917–1935)

The concept of a centralized grain marketing board emerged during the First World War.

• 1917–1920: The federal government created the Board of Grain Supervisors (1917) and later the first wheat board (1919) as emergency measures to manage grain supplies and prices during wartime and the immediate post-war period. These boards were dissolved in 1920 as the War Measures Act was rescinded.

• 1923–1930: Following the dissolution of the first board, farmers formed voluntary cooperatives known as “Wheat Pools” (Alberta, Saskatchewan, and Manitoba Pools). The three Pools formed the Central Selling Agency (CSA) to sell their wheat internationally. Farmers would sell their wheat to a pool and receive an initial payment. Once the wheat was sold and expenses calculated, the balance remaining was distributed to farmers by means of a final payment. By the late 1920’s the CSA was marketing 50% of wheat exports from Canada.

• 1929–1935: The collapse of global wheat prices during the Great Depression led to the financial insolvency of the voluntary pools. They owned millions of bushels of wheat worth much less than they had paid farmers through the initial payment. The three Pools were unable to meet their financial commitments. The federal government took over the entire stock of wheat and the CSA was dissolved. The federal government paid equalization funds into the pool account to ensure all farmers received the same price.

Establishment and Expansion (1935–1949)

In response to the ongoing economic crisis, the federal government established the permanent Canadian Wheat Board1.

• 1935: The Canadian Wheat Board Act created the CWB as a voluntary marketing agency. Farmers could choose to sell through the board for a guaranteed initial payment or on the open market. This applied only to wheat in the West.

• 1940: The CWB Act was amended giving the board power to regulate deliveries by producers at country, mill, and terminal elevators. The first delivery permit books were issued to ration and equalize farmers’ grain sales to both the private trade and the voluntary CWB.

• 1942: The CWB was given power over rail boxcar allocation.

• 1943: During the Second World War, the CWB was granted “single-desk” authority to manage wartime supplies. Participation became mandatory for all wheat produced in Western Canada for export or human consumption.

• 1945: After the emergency powers of the War Measures Act were rescinded, the government allowed the CWB to maintain its authority over system management and throughput by Order in Council under the National Emergency Transition Powers Act2.

• 1947: Amendments to the Canadian Wheat Board Act made the CWB an agent of the government, shifting the main focus from acting on behalf of farmers to acting as an agent of the government.

• 1949: The board’s mandate was expanded to include the marketing of oats and barley. The CWB was also given control over interprovincial movement of grain as well as ensuring that sufficient Western feed grain was available for Eastern livestock producers.

  

The Single-Desk Era (1949–2012)

For several decades, the CWB operated as the exclusive marketing entity for Western Canadian wheat, oats and barley.

Operational Structure

• Price Pooling: All revenue from grain sales was pooled. Farmers received an initial payment upon delivery, followed by an interim payment, and finally a final payment after the marketing year ended and all grain was sold. All farmers received the same average price for the same grade of grain, regardless of when it was sold or where it was delivered in the system.

• Single Desk: This model prohibited farmers from selling their wheat, oats, and barley to anyone other than the CWB. The powers of this mandatory CWB applied only to Prairie farmers.

• Governance: The CWB was originally governed by five commissioners appointed by the federal government. They oversaw grain sales and movement from the Prairies. The structure changed in 1998 to a board of directors, the majority of whom were elected by farmers.

  

• Logistics: The CWB coordinated with railways and terminal elevators to manage the movement of grain from country elevators to international ports. The Bracken Formula was developed following the Bracken Commission of 19583. The formula was created to resolve a logistical crisis: Western Canada had produced massive crops throughout the 1950s, but the Canadian Wheat Board (CWB) could not sell it fast enough, leading to severe elevator congestion and a shortage of rail cars. The Bracken Formula introduced a standardized, mathematical approach to allocating boxcars among competing grain companies. The Bracken Formula remained a cornerstone of grain logistics for decades, but it was gradually phased out as the industry moved toward a commercial, performance-based system. By the 1990s, the focus shifted from “historical equity” to “operational efficiency,” leading to the modern “unit train” and “loop-track” systems you see today, where cars are allocated to whoever can load them the fastest.

• Prairie grain advance payments: In 1957 the Prairie Grain Advance Payment Act was designed to help farmers manage the timing of their grain sales. Before this, farmers often faced a “cash crunch” in the fall. The program was managed by the Canadian Wheat Board and provided interest-free cash flow to producers in the "designated area" (the Prairies and parts of BC) for grain they had grown but could not yet deliver to an elevator due to quota restrictions. Repayment of the advances was made when the grain was delivered and sold. While the Canadian Wheat Board handled the paperwork and distributed the checks, they were drawing on a credit line guaranteed and funded by the federal government. If a farmer defaulted the federal treasury covered the loss to ensure the Wheat Board’s accounts remained balanced. Farmers were highly motivated to pay because a default meant they were barred from receiving a permit book the following year—essentially banning them from selling grain legally.

Great Grain Robbery

By the 1970s, the railroads and grain companies had stopped investing capital in assets they had no control over. In 1972, the the Soviet Union made a massive, secretive purchase of American wheat and corn (following a catastrophic agricultural failure due to a severe winter followed by a summer drought). This decimated global grain reserves, and caused food prices to skyrocket4. The price of wheat tripled between 1972 and 1973 as global grain stocks plummeted to their lowest levels in decades. Prairie farmers responded to the explosion in demand by growing more grain. The outdated and hyper-regulated prairie grain marketing, handling, and transportation system could not get enough grain from prairie points to tidewater for export. Millions of dollars of potential grain sales were missed. This was the precondition for the next 50 years that witnessed the reversal of the regulated system to one based on open markets.

Key Changes

• 1974–1976: Major policy shifts removed the Board’s exclusive rights over domestic feed grains. Farmers could now sell wheat, oats, and barley intended for animal feed within Canada on the open market, though the CWB retained control over exports and human consumption (milling and malting)5.

• 1979: The Grain Transportation Authority was created by the federal government to act as an independent coordinator to ensure that the limited supply of rail cars was used efficiently. It took over the responsibility of car allocation—deciding which elevators got how many rail cars—from the Canadian Wheat Board to reduce conflicts of interest.

• 1979-1980: The CWB purchase of roughly 2,000 hopper cars was justified as an emergency investment to protect farmer income. It argued that it could not fulfill its mandate if the physical infrastructure to move that grain did not exist6. One of the most controversial aspects was that the CWB used producers’ money (surplus funds from the grain pools) to buy the cars. They framed the purchase not as a government expense, but as a capital investment by the farmers themselves to modernize their own industry when the railways and the federal government weren't moving fast enough.

  

• 1983: the Western Grain Transportation Act (WGTA). This act finally replaced the old "Crow Rate" with a new subsidy system. The Grain Transportation Agency was tasked with administering the WGTA. This included managing the government-owned fleet of hopper cars and setting performance targets for the railways. It coordinated between grain companies and the railways to ensure grain moved from country elevators to the ports of Vancouver, Prince Rupert, Thunder Bay, and Churchill.

• 1989: Oats were removed from the CWB’s marketing mandate, returning to the open market7.

• 1995: The federal government repealed the WGTA and abolished the “Crow Benefit” subsidy to save money and comply with trade agreements (GATT/WTO). With the subsidy gone, the Grain Transportation Agency was officially abolished. Today, the Canadian Transportation Agency (CTA) still monitors the system, but the direct “command and control” of rail cars is a thing of the past.

Transition and Dissolution (2011–2015)

The regulatory framework governing Western Canadian grain marketing underwent a fundamental change in the early 2010s.

• 2011: The Marketing Freedom for Grain Farmers Act removed the CWB’s single-desk authority8. It fundamentally restructured the grain industry in Western Canada by ending the nearly 70-year control of the Canadian Wheat Board9. The Act transformed the CWB into a voluntary marketing entity, allowing farmers to choose whether to participate in its "voluntary pooling" programs.

• August 1, 2012: The CWB monopoly ended. Farmers gained the option to sell wheat and barley to any buyer, including the newly reorganized CWB, which now competed with private grain companies. The original board of directors, which was majority-elected by farmers, was replaced by a board appointed by the federal government during the transition period.

• 2015: The CWB was acquired by G3 Global Grain Group (a partnership between Bunge Canada and SALIC Canada - an arm of Saudi Agricultural and Livestock Investment Company). The entity was rebranded as G3 Canada Limited, marking the end of the Canadian Wheat Board as a government-legislated marketing body.

Origins: The 1897 Agreement

In the late 19th century, the Canadian Pacific Railway (CPR) sought a federal subsidy to build a rail line from Lethbridge, Alberta, through the Crowsnest Pass into the Kootenay region of British Columbia. The goal was to secure Canadian control over rich mineral deposits before American railroads could expand north.1

The federal government agreed to provide a $3.3 million subsidy (a massive sum at the time) but attached strict conditions to appease Prairie farmers who were struggling with high freight costs.2 On September 6, 1897, the CPR signed an agreement to:

• Permanently reduce freight rates on grain and flour moving eastbound to the Great Lakes.

• Reduce rates on “settlers’ effects” (farm machinery and supplies) moving westbound.3

• Maintain these rates “in perpetuity.”4

Expansion and the “Statutory Rate”

While originally an agreement only with the CPR, the Crow Rate became a cornerstone of Western identity.

• 1925: The federal government passed legislation making the Crow Rate a statutory rate, meaning it was enshrined in law rather than just a private contract.

• Expansion: As part of the terms of taking over the bankrupt assets of the Grand Trunk Pacific Railway and the Canadian Northern Railway, the rates were extended to the Crown corporation called the Canadian National Railway (CNR) and covered grain moving to ports on the West Coast and Churchill, Manitoba.5

• The “Frozen” Rate: For decades, the rate remained fixed at late-19th-century levels. By the 1970s, farmers were paying the same price to ship grain that their grandfathers had paid in 1899—roughly 0.5 cents per ton-mile.

The Crisis of the 1970s and 80s

By the middle of the 20th century, the “perpetuity” of the Crow Rate became a major point of friction.6

• Railway Losses: Inflation and rising operational costs meant the railways were losing money on every bushel of grain shipped.7 By 1982, the Crow Rate covered only about 20% of the actual cost of transportation.

• Infrastructure Decay: Because the routes were unprofitable, railways stopped investing in Western branch lines and hopper cars, leading to “grain backlogs” and a crumbling transportation network.

• Economic Distortion: Critics argued the subsidy discouraged “value-added” industries.8 Since it was so cheap to ship raw grain, there was little incentive to build flour mills or livestock feedlots in the West.

• Government-owned grain hopper cars: Because they were losing money the railways stopped investing in grain equipment. To keep grain moving without immediately scrapping the Crow Rate, the government decided to provide the cars themselves9. The intervention began in 1972 and resulted in a massive public fleet that defined the look of the Canadian prairies for 40 years10. More than 19,000 cars were provided to the railways free of charge.

  

The End of “Forever”

The debate over the Crow Rate created a deep rift in Western Canada.11 Many farmers saw the rate as a “Sacred Trust”—a compensation for the high tariffs they paid to protect Eastern Canadian manufacturers.

The Western Grain Transportation Act (1983)

After years of intense political battle, the government replaced the original agreement with the Western Grain Transportation Act (WGTA).12

• It replaced the fixed rate with a formula that allowed shipping costs to rise, though they were still capped.13

• The government began paying a direct annual subsidy of $658 million (the “Crow Benefit”) directly to the railways to cover their losses.

Final Abolition (1995)

In 1995, the federal government’s “deficit-slaying” budget officially abolished the WGTA and the Crow Benefit.14 Several factors led to this:

1. Budget Deficits: The federal government could no longer afford the annual subsidy.

2. Trade Pressures: International trade agreements (GATT/WTO) viewed the Crow Benefit as an illegal export subsidy.

3. Transition: To soften the blow, the government provided a one-time $1.6 billion payout to Prairie landowners.

The 1995 abolition of the Crow Benefit was the catalyst for a radical modernization of the Prairie landscape. This period saw the end of the “traditional” family farm logistics model and the rise of high-efficiency, industrial-scale agriculture.

Timeline of Rail Line Abandonment

When the federal government stopped subsidizing the losses on “grain-dependent branch lines,” the railways (CN and CP) moved quickly to shed unprofitable trackage.

• 1996: The Canada Transportation Act was passed, streamlining the process for railways to discontinue lines.

• 1996–2000: The “Great Abandonment” began. In Saskatchewan alone, over 2,300 km of track were abandoned in just five years.

• 2000s: Shift toward “Short-line” Railways. To save their communities, some farmers and local investors bought abandoned tracks to form small, independent rail companies (like Great Western Railway or Big Sky Rail) to keep local access alive.

• The Result: The vast network of “feeder” lines that once reached almost every small town was replaced by a “backbone” system focused on heavy-haul mainlines.

Consolidation: From Wooden Elevators to Concrete Terminals

The loss of branch lines meant the iconic wooden grain elevator—once found every 10 miles across the West—became obsolete almost overnight.

• The Incentive: Railways introduced massive discounts for “unit trains” (100+ cars). A small wooden elevator could only load 15–20 cars at a time, making it economically non-viable.

• High-Throughput (HTP) Elevators: Grain companies built massive concrete elevators capable of loading an entire unit train in under 24 hours.

• The Numbers: In 1995, there were over 1,400 grain facilities in Western Canada. By 2020, that number dropped to around 400, even though total storage capacity actually increased due to the sheer size of the new elevators.

  

The Evolution and Fall of the Canadian Wheat Board (CWB)

The CWB was a “single-desk” marketing board that had a monopoly on the sale of all Western Canadian wheat and barley for export. Its fate was inextricably linked to the Crow Rate.

Phase 1: The Transition (1995–2011)

After 1995, the CWB lost one of its biggest tools: Price Pooling. Previously, the CWB averaged out transportation costs so a farmer in a remote area paid roughly the same as one near a main terminal. After the Crow Rate ended, the CWB had to adjust its “pooling points,” meaning farmers further from port finally felt the full weight of their geographic disadvantage.

Phase 2: The Monopoly Ends (2012)

The push for “marketing freedom” grew as farmers wanted to sell their own grain to take advantage of the high-value markets (like local canola crushers or U.S. mills) created after the Crow Rate’s end.

• The Act: In 2011, the Marketing Freedom for Grain Farmers Act was passed.

• August 1, 2012: The CWB’s monopoly officially ended. It was eventually privatized and sold to a partnership between Bunge and the Saudi Agricultural and Livestock Investment Company (SALIC), now known as G3.

The abolition of the Crow Rate in 1995 acted as a “market reset” for the Canadian Prairies. When the artificial price ceiling on shipping grain disappeared, farmers were forced to respond to the true cost of transportation.

The result was a rapid shift away from low-value bulk exports (like wheat and barley) toward high-value crops and local livestock feeding.

The “Canola Revolution”

Before 1995, the Crow Rate made it incredibly cheap to ship raw wheat and barley to distant ports. This effectively “penalized” high-value crops like canola because the subsidy was based on volume/weight, not value.

• Acreage Surge: Once farmers had to pay the full freight cost, the profit margins on wheat thinned. Canola, being a higher-value crop per tonne, could better absorb the increased shipping costs. Canola acreage jumped from roughly 7.5 million acres in 1991 to over 20 million by 2016.

• Local Processing: Because it was now expensive to ship raw seed, there was a massive incentive to “crush” canola locally. This led to the construction of multi-million dollar crushing plants across the Prairies (in places like Yorkton, SK, and Lloydminster, AB), turning raw seeds into oil and meal before shipping.

Growth of the Livestock Industry

The Crow Rate had unintentionally acted as a tax on Western livestock producers. By subsidizing the export of barley and feed wheat, the policy kept local feed prices artificially high—it was often more profitable for a farmer to ship their grain to a port than to sell it to a neighbor for livestock feed.

• The “Feedlot Alley” Effect: When the subsidy vanished, grain stayed on the Prairies, causing local feed prices to drop. This made Western Canada, particularly Southern Alberta, one of the most competitive places in the world to finish cattle.

• Value-Added Exports: Instead of shipping “subsidized grain” to Europe or Asia, Canada began shipping “value-added beef and pork.” The livestock industry became a way to “condense” bulky grain into a high-value protein product that was more efficient to transport.

  

Crop Diversification

The end of the “statutory” era forced farmers to become more entrepreneurial. The Prairies moved from a “monoculture” of wheat to a highly diverse agricultural landscape:

• Pulse Crops: Canada became a world leader in lentils and peas. Like canola, these are high-value specialty crops that provided better returns under high freight rates.

• Specialty Grains: Production of oats, flax, and mustard expanded as farmers sought niche markets where they could command a premium.

Pioneer Acres of Alberta

There were several obstacles, however, which hindered the movement of grain from the interior of the continent to the markets. The first was transportation. In 1876, 857 bushels of western wheat were bagged and loaded onto a steamboat, carried up the Red River to Saint Paul, Minnesota, and then shipped east by rail. For the next 10 years, the physical handling of wheat remained slow and awkward. Farmers would haul grain loose or in sacks to loading platforms along the railroad. After weighing, it would be shovelled or lifted manually into a rail car.

As each of the sacks (usually 2 bushels) weighed 120 lbs., it was back-breaking, slow work, and the grain was moved in extremely small amounts. The farmer might have to stay several days at the track site, or if he lived some distance away, it might take a week or two to fill a single boxcar, the capacity of which was approximately 650 sacks. This was needless time spent away from the farm.

By 1880, farmers who had previously eked out a meagre existence found their farms flourishing, and the amount of grain available for market began to far exceed what could be handled by these traditional methods at the track site. The railway company was rarely able to supply enough boxcars to the customers in a timely manner because it took so long to fill them. This began to seriously plug up the primitive system.

The second problem, then, was how could large amounts of bulk grain be stored at the rail site until boxcars were made available, and how could rail car loading be speeded up? Originally, farmers and the railway disagreed as to what kind of structure would be best suited for handling the grain at railway sidings. Most farmers wanted a small horizontal building, one that they could afford to erect themselves and that could store their crops separately until each farmer accumulated enough for a boxcar. The Canadian Pacific Railway wanted to erect a larger structure that, because of its size and design, would take advantage of the flowing quality of loose grain (especially when acted upon by gravity) and would consequently make the loading of grain cheaper, quicker. and less labour-intensive for the railway. The key to quicker access to boxcars, lower handling costs, and greater profits became obvious only when grain producers, shippers, and buyers all realized that they had to handle the product loose and in bulk. The quick decline of sacking in North America (and the resultant savings) meant that Canadian and American wheat was in greater demand than that of other countries.

The vertical type of warehouse that emerged was called a grain elevator (grain was elevated to the top of the building for distribution by gravity). It did not emerge out of thin air - the first quasi-elevator structure on record was built in Buffalo, New York, in 1841. Although structures like the modern elevator were already in use in the states of Minnesota and North and South Dakota by the 1870s, there were, as yet, no examples in the Canadian West. Thus, the first grain elevator in the prairie provinces was a unique rounded silo-like structure built in 1879 by Wilham Hespeler at Niverville. Manitoba. The first angular design, which was stronger and easier to build, was introduced at Gretna, Manitoba, by the Ogilvie Milling Company in 1881. It was short, square, and squat, with a storage capacity of 25,000 bushels.

The CPR, in 1881, the only western railway, was eager to play a role in the grain trade. Trains that had come west with settlers and their effects could logically be filled with grain for the return trip east, thus doubling profits. Although it built its own terminal elevators at Fort William in 1884, the CPR could not afford to construct the number of country elevators needed to start the grain rolling. It therefore encouraged private companies to build them along its railway. Free site rentals were offered to those who would erect a standard type of elevator, driven by a steam or gasoline engine, and who would use the proper machinery for elevating and cleaning grain.

In addition, the railway promised that its cars would not accept grain from anybody but the elevator agent. This guarantee excluded the farmer and so, until the 1899-1900 Royal Commission on the Transportation of Grain, the railway and the grain companies monopolized the grain trade.

Specifications for a “standard” elevator were adopted in 1913, and this was the main reason for the subsequent uniformity of elevator design for the next 50 years. Its dimensions were 31 x 33 feet with a 35,000-bushel capacity. Set on a concrete pad, it had a 15-horsepower engine for the elevating device. Other “non-standard” elevators had their own uniform specifications - the 45,000-bushel structure measured 34 x 36 feet, while the 55,000-bushel structure measured 36 x 38 feet. Metallic siding started to be used just before World War I.

Not surprisingly, elevators arose in exponentially large numbers alongside the railway. Occasionally, a town site determined where an elevator was to be located, but usually an elevator determined where a town was to be established. The structures were built eight to ten miles apart to facilitate grain deliveries from the producers. Originally, these deliveries were made by horse and wagon. A farmer had to be able to make one round trip per day.

The earliest businesses to take advantage of these incentives were flour and grist mill companies, such as the Ogilvie Milling Company, Lake of the Woods Milling Company, Ellison Milling and Elevator Company and Maple Leaf Milling Company. There were also many small farmer collectives (known as local unions) that built and operated one or two elevators for the farmers of a particular district. To be accepted to the system, however, there had to be 40 shareholders with a minimum $8,000 collected in membership fees.

Flour companies usually bought only enough wheat to supply their own mills. Other companies, however, purchased grain in large quantities to sell throughout the prairie region, or in even larger quantities to market to eastern Canada or export overseas. These firms prospered and expanded to become “line” companies, operating many elevators along a rail line. The first line companies included the British American Elevator Company, the North Star Grain Company, the Canadian Elevator Company, the Paterson Grain Company, the Alberta Pacific Grain Company, the National Grain Company, and the Northern Elevator Company. A line company, James Richardson and Sons, moved the first shipment of grain from an elevator in Winnipeg to the Lakehead in the autumn of 1883.

The number of elevator companies grew at a fantastic rate - by 1916 there were over 300 companies, a few British-owned, many more American-owned, and the majority financed by Canadians. They decided to form an association to compare notes, lobby governments, and set guidelines governing their relations with farmers. In July 1899, the Northwest Elevator Association was formed “for the purpose of formulating rules to govern transactions between its members in the handling and shipping of grain, with the object of reducing the expenses of handling the crop of the country to a minimum.” The association’s name was changed in 1901 to the Grain Dealers Association and in 1940 to the Northwest Line Elevators Association, but its concerns remained the same.

After the turn of the century prairie settlement increased dramatically and larger areas of farmland came under the plough for the first time. The second and third transcontinental railways - the Canadian Northern and the Grand Trunk Pacific – also encouraged the growth of line companies. In 1882, there were six elevators through the prairie provinces, but by the season of 1900-01, according to one estimate, there were 333 elevators in operation in Manitoba, as well as 88 in the Northwest Territories (Alberta and Saskatchewan), with a total capacity of almost 13 million bushels. By 1910, there were 707 elevators in Manitoba, 1,004 in Saskatchewan, and 285 in Alberta, with a total capacity of over 57 million bushels.

Because farmers were generally dissatisfied with the service they received from the existing grain companies, they began to form their own companies. The Grain Growers Grain Company (later called United Grain Growers) was the first in 1906; the Saskatchewan Co-operative Elevator Company, and the Alberta Farmers Co-operative Elevator Company followed in 1911 and 1913. With the inauguration of the three provincial wheat pools - Alberta in 1923, Saskatchewan and Manitoba in 1924 - the number of elevators soared again, aided by the consolidation of the Canadian Northern and Grand Trunk Pacific into Canadian National Railways.

Elevator growth peaked in the year 1938 with a grand total of 5,758 licensed elevators (The Canada Grain Act requires that an operator of a primary elevator hold a license issued by the Canadian Grain Commission). Then, due to consolidation and changes in the grain industry, rural depopulation, technological innovations, the growing dominance of highways over rail lines, it started its slow but steady decline. As of 1996 there were 1,190 elevators still serving farmers in the three prairie provinces.

The reasons for the decline deserve some explanation. When the Depression hit in the 1930s, many families packed up and left their farms, in some cases leaving whole townships deserted. After the Second World War, increased mechanization in prairie agriculture meant higher profits and larger farms. Consequently, the number of family farms declined and migration of the rural population to the cities and larger towns picked up. Many hamlets and villages became nothing more than elevator points, which were expensive for the railway companies to maintain in the face of the loss of passenger and freight business.

As well, the grain-handling system was becoming increasingly inefficient. The majority of the country elevators were constructed when grain was hauled by horse and wagon. The short distance from a farm to the elevator suited both farmers and elevator companies at the time. However, greatly improved roads and larger and faster grain-hauling trucks transformed the situation considerably.

The many half-empty elevators were not paying their way, were costing the elevator companies salaries and fuel, and were reducing their profits significantly. The railway companies were also losing their freighting business and, in turn, unofficially started to eliminate unprofitable branch lines that did not carry at least 30,000 bushels per track mile, a figure they considered to be the break-even mark.

After an extremely poor growing season in 1961, which reduced grain production in the prairie provinces by half, the elevator companies stepped up their policy of rationalization and centralization of elevator services. This involved abandoning worn out, small capacity, and uneconomical elevators or, in some cases, the physical relocation of elevators from potential ghost towns to larger centres to add to their storage capacity. The 1961 MacPherson Royal Commission on Transportation officially recommended that railways not be forced to maintain unprofitable branch lines without subsidy. This opened the way for further branch line abandonment, which the railways generally implemented in consultation with the elevator companies in order to cause the least inconvenience.

A further reason for abandonment involved the buying out or merging of grain companies, a trend that began as early as the 1910s and accelerated during the 1960s and 1970s. For instance, the Pioneer Grain Company acquired elevators from the Goose Lake Grain Company in 1922, the Saskatchewan and Western Grain Company in 1931, the Reliance Grain Company in 1948, the Western Grain Company in 1951, the Independent Grain Company in 1953, and the Inter-Ocean Grain Company in 1972. Parrish and Heimbecker bought out the Western Canadian Flour Mills in l940, part of the Reliance Grain Company in l948, and the Ellison Milling Company in 1975. The three Pools bought the elevators of the Federal Grain Company in their respective territories in 1972. Federal had already merged with the Searle Grain Company in 1967.

In addition to abandoning branch lines, the railways and other stakeholders invested in covered hopper bottom rail cars for grain transportation. These cars increased capacity from 60 tonnes to 90 tonnes per car as well as being easier and faster to load and unload.

The rationalization of the grain handling and transportation system has continued in the 21st century. As of November 1, 2025 there were only 336 licensed primary elevators in the entire network on the prairies. The total storage capacity of these facilities, however, is now about 273 million bushels compared to the total capacity of 190 million bushels 90 years ago.

The licensed primary elevator network in Western Canada is also highly consolidated, with the market dominated by essentially 6 major companies. These firms own and operate the vast majority of the high-throughput primary and terminal facilities: Bunge Canada Inc. (formerly Viterra), Richardson Pioneer Ltd., Cargill Limited, G3 Canada Limited, Parrish & Heimbecker Limited, and Paterson Grain.

Since 1980, a new generation of super elevators has been the trend in construction. They have rendered all previous elevators more or less obsolete. These structures employ slip-form construction, with continuous pouring of concrete throughout its six to eight day fabrication period, and display exposed elevating and weighing machinery on top (the exposed leg). They have a vastly increased capacity and serve a geographical radius of up to 100 miles. They can unload from trucks or load rail cars at a rate of up to 10,000 bushels of grain per hour, all operations controlled by computer. And as they can take the place of at least 4 and possibly 12 of the old country elevators, the grain companies had little incentive to keep those wooden incongruities in operation, and thus accelerated their abandonment and demolitionist tendencies.

These new investments in the system have resulted in a huge improvement in efficiency. Forty years ago the average turnaround time for a single boxcar was more than 22 days. Today it is possible for one 150-car loop train to make two complete trips (including loading and unloading) from Alberta to Vancouver in one week!

The appearance and number of our Prairie Icons has changed over the decades but even more so, the work they are able to do and the service that they provide has been multiplied incredibly.
